- There are different versions:
- (a) The doctrine by which the state is kept strictly separate from religion, i.e., separation of ‘church and state’ as in western societies.
- (b) The doctrine by which the state does not discriminate between different religions and shows equal respect to all.
- (c) The popular sense of the anti-thesis of communalism, i.e., an attitude that is not biased in favour of or against any religion.
