How HPPSC reports cut-offs: The Commission publishes category-wise Prelims cut-offs and marks lists of candidates on its Marks/Cut-off Marks page. Sub-categories such as Ex-Servicemen, Wards of ESM and PwD get separate cut-offs.

3. Trend
The UR cut-off jumped by about 29 marks between 2024 and 2025. Both cycles had a small number of vacancies, which keeps the Mains shortlist (about 20 times the vacancies) tight. With only 22 posts in 2026, expect a similarly narrow shortlist.
4. Mains and final qualifying rules
| Stage | Rule |
|---|---|
| Aptitude Test (Prelims Paper II) | Minimum 33% (66 of 200) |
| GS Paper I | Score above zero; merit decided on this paper alone |
| English and Hindi (Mains) | Minimum 40% each (40 of 100) |
| Mains aggregate | Minimum 45% of counted papers (405 of 900) |
| Interview shortlist | Up to 3 times the vacancies, plus ties at the last score |
| Final merit | Mains (900) + Personality Test (150) = 1,050 |
5. Factors that move the cut-off
Vacancies
Fewer posts in a category mean a shorter shortlist and a higher cut-off.
Paper difficulty
A more scoring paper raises the cut-off, as in 2025.
Negative marking
The one-third penalty lowers net scores when guessing is heavy.
Competition
More applicants and better-prepared candidates push scores up.
6. Safe target scores for HPAS 2026
- GS Paper I, Unreserved: 135 to 145+ out of 200.
- GS Paper I, OBC/EWS: 125 to 135+.
- GS Paper I, SC/ST: 115 to 125+.
- Aptitude: 90+ out of 200 for a comfortable margin over 66.
- Mains: well above the 405 minimum; aim for 50% or more in counted papers to compete for a rank.
