HPPSC HPAS 2026 Eligibility: Age, Qualification & Relaxations
To apply for HPAS 2026, a candidate must be an Indian citizen with a bachelor's degree from a recognised university and must be between 21 and 35 years of age on 01-01-2026. Bona fide Himachali SC, ST, OBC, PwD and Wards of Freedom Fighters get five years' relaxation, but only where a post is reserved for their category. HP Government employees can apply up to 45 years for HPAS, BDO, Tehsildar and Treasury Officer posts.
Crucial date: Age is counted as on 01-01-2026. Only the date of birth in the Matriculation certificate is accepted, and it cannot be changed later.
1. Nationality
A candidate must be a citizen of India. Reservation and age relaxation are available only to bona fide residents of Himachal Pradesh. Reserved-category candidates from other states are treated as General and must enter category code 01.
2. Educational qualification
- Essential: A bachelor's degree or equivalent from a recognised university.
- Awaiting result: A candidate who has taken the qualifying exam but not received the result may apply.
- Yet to appear: A candidate who intends to take the qualifying exam may apply if it is completed before this exam begins. Admission is provisional and proof of passing must be produced within two months of the exam's commencement.
- Medical graduates: MBBS candidates who have passed the final professional exam but not completed internship are admitted provisionally with a certificate from the university.
- Equivalent degrees: The candidate must produce the order or letter (with number and date) under which the qualification is treated as equivalent.
The date on the face of the degree or its date of issue is taken as the date of acquiring the qualification. No extra chance is given to produce certificates at the Personality Test.
3. Age limit
| Parameter | Rule |
|---|---|
| Minimum age | 21 years on or before 01-01-2026 |
| Maximum age | Must not have attained 35 years on or before 01-01-2026 |
| Date of birth window (General) | Born between 02-01-1991 and 01-01-2005 (both dates inclusive) |
| Proof | Matriculation or equivalent certificate only |
4. Category-wise age relaxation
| Category | Relaxation | Maximum age on 01-01-2026 | Condition |
|---|---|---|---|
| SC of HP | 5 years | 40 | Only if a post is reserved for SC |
| ST of HP | 5 years | 40 | Only if a post is reserved for ST |
| OBC of HP | 5 years | 40 | Only if a post is reserved for OBC |
| Persons with Disabilities of HP | 5 years | 40 | Only if a post is reserved for PwD; disability 40% or more |
| Children/Grandchildren of Freedom Fighters of HP | 5 years | 40 | Only if a post is reserved for WFF |
| Ex-Servicemen of HP | As per rules | As per rules | HPAS/HPPS: ESM Rules, 2020. Other posts: Demobilized Armed Forces Personnel Rules, 1972 (amended 2007) |
| Reserved categories from other states | None | 35 | Treated as General |
Check the vacancy table first. In HPAS 2026, OBC of HP posts exist only for BDO, and EWS posts only for BDO and District Treasury Officer. Relaxation applies post-wise, so an OBC candidate above 35 can compete only where an OBC post is reserved.
5. Age limits for HP Government employees
Substantive, officiating or contractual employees of the HP Government, the HP High Court and subordinate courts, and HP Government-controlled PSUs, corporations and banks may apply with a bachelor's degree if they have not crossed these ages on 1 January 2026:
| Post | Upper age limit |
|---|---|
| HP Administrative Service and other posts (Tehsildar, BDO, Treasury Officer, etc.) | 45 years |
| Himachal Pradesh Police Service | 42 years |
| District Controller (Food, Civil Supplies & Consumer Affairs) | 42 years |
Serving employees must inform their Head of Office in writing and submit an undertaking on the prescribed proforma. Regular employees are not interviewed without a No Objection Certificate (NOC). Contract, casual, ad hoc, daily-rated and work-charged employees do not need an NOC.
6. Number of attempts
- General rule: No attempt limit as long as the age criterion is met.
- Ex-Servicemen of HP: A maximum of three attempts for HPAS and HP Police Service.
- Ex-Servicemen for other posts (BDO, Tehsildar, etc.): No limit on attempts.
7. Special category conditions
Ex-Servicemen of HP
Must furnish the discharge certificate or service book, PPO number, rank and NOC with date of retirement. Armed Forces personnel may apply up to one year before completing their term, counted from the closing date. Short Service Commissioned Officers released on or after 13-02-2020 must upload proof of gratuity received.
Wards of Ex-Servicemen
Dependent sons, daughters and wives must apply against posts reserved for Wards of Ex-Servicemen, not Ex-Servicemen posts. Choosing the ESM code by mistake is a common reason for rejection.
EWS of HP
An Income and Asset Certificate in the HP format, or a BPL certificate countersigned by the BDO along with a non-SC/ST/OBC certificate. The certificate must stay valid at every stage.
Persons with Disabilities

- Dismissal from any previous Government or semi-Government service.
- Conviction for an offence involving moral turpitude, or permanent debarment from any examination.
- Influencing the selection process directly or indirectly.
- Being an undischarged insolvent.
